Housing before 29 November: the rejected decree, the new law and the opposition’s offer
CAMPAIGN · HOUSING · Latest document or statement: 07/10/2026 · Reviewed: 19/10/2026
Congress rejected the 29 September decree. The government published another on 7 October. PP advocates more construction and tax measures. These are three distinct facts.

On 2 October, Congress voted to repeal housing Royal Decree-law 26/2026. The decision was published in the official gazette. The earlier text must not be described as a continuing solution.
The government adopted a new Royal Decree-law 29/2026 on 6 October and published it the next day. It sets out rental and affordable-housing measures. Publication and entry into force are not the same as final parliamentary ratification; that decision still needs tracking.
PP, meanwhile, argued on 30 September that one million homes were needed and proposed tax reductions and public loan guarantees for young buyers. This is the party’s stated position; both the claimed housing gap and the expected effects require independent evaluation.
The useful question is which specific rule applies to your contract and from when. Before acting, check the current official text and seek qualified advice on your own case.
What we will track
Ratification or repeal of the new decree, final election manifestos, each plan’s cost and measurable effects on rents, housing supply and young people’s access.
